Governor Wes Moore has nominated Senator Jill P. Carter (D-Baltimore) to the state Board of Contract Appeals, he announced Monday evening. Senator Carter graciously accepts the nomination and stated “Representing the people of Baltimore and our great state has unequivocally been the greatest honor of my life.”
Senator Carter, who began her legal career representing contractors, was appointed to her Senate seat in 2018, after serving in the House from 2003 -2017. The Board of Contract Appeals, a judicial body, hears appeals from private companies that were not selected for state contracts. This Board operates as an independent agency under the executive branch.
With this senate seat now vacant, the members of the Baltimore City Democratic Central Committee from the 41st District will need to meet and make a recommendation, to Governor Moore, on a replacement for Senator Carter. There are three House members in District 41, who may be the initial candidates for the Committee. Another senate seat formerly belonging to Senator Sarah Elfreth (D- Anne Arundel) is also vacant and will need to be filled ahead of 2025’s General Assembly session as well.
