The Moore Administration announced this week that Dr. Laura Herrera Scott will leave her post as Secretary of the Maryland Department of Health at the end of the month.

Meena Seshamani, a veteran of the Biden and Obama Administrations, will replace Secretary Herrera Scott.  Seshamani served as Deputy Administrator of the Centers for Medicaid and Medicare from 2021 through 2025 where she led the Medicare program and championed the Medicare Drug Price Negotiation program.

Before that, Seshamani served as Deputy Director and Director of Health Reform in the US Department of Health and Human Services, where she led the implementation of the Affordable Care Act. She then joined MedStar Health as Vice President of Clinical Care Transformation.

Deputy Secretary for Health Care Financing Ryan Moran will serve as Acting Secretary until Seshamani takes over on April 8th.

Herrera Scott is the second Cabinet Secretary to leave their post since Governor Moore assumed office.

Last month, Governor Moore announced that Secretary of Commerce Kevin Anderson would leave his post and transition to the Administration as an economic development adviser. Secretary Anderson will be replaced by Harry Coker, another veteran of the Biden Administration who served as National Cyber Security Director from 2023 to 2025

Moore’s selection of Coker is seen as a strengthening of the state’s commitment to cyber. In a statement, Governor Moore said, “At the heart of our economic growth agenda is a commitment to investing in industries of the future—from cyber to quantum. Harry Coker understands that mission and brings a wealth of experience working on the leading edge of the very sectors Maryland stands to win.”
