Governor Larry Hogan held a press conference on May 27 to announce the completion of Stage One of the “Maryland Strong: Roadmap to Recovery.” Effective Friday, May 29 at 5:00 PM, Maryland will move to open outdoor dining in restaurants and social organizations (American Legion/VFW/Elks) with social distancing and strict public health requirements, youth sports activities may resume following CDC guidelines as well as youth day camps of no more than 10 individuals, and outdoor pools may reopen with 25% capacity restrictions and strict protocols.

Under the community-based approach outlined in the Governor’s executive order, local jurisdictions are also taking steps to open outdoor dining in restaurants. Updated actions of local jurisdictions are below. Jurisdictions not listed are following the Governor’s most recent orders.
Anne Arundel County – Beginning May 29 at 5 pm restaurants and bars can open for outdoor seating service, retail businesses may open to customers, barber and beauty salons may open for hair services only, private youth camps can open under state guidance and the following recreation and parks amenities will open – dog parks, dog beaches, county park beaches, and pavilions. Baltimore City – Beginning Wednesday, May 27 at 9:00 a.m., retail businesses, including shops, restaurants and other food establishments, along with business districts throughout the city, may request temporary pick up and drop off zones for use by customers and delivery drivers. These zones will enable residents to quickly and safely pick up purchases, while ensuring frequent parking turnover so the locations remain reliably available for use. Frederick County – Beginning May 29 at 5 pm all retail establishments may open at 50% capacity, hair salons and barber shops may operate at 50% capacity by appointment only, indoor worship may open at 50% capacity with no more than 250 people present. Executive Order
Howard County – Beginning at 7:00 a.m. on Friday, May 29th: 1. Retailers in Howard County may open at 50% of maximum occupancy – Retailers are still encouraged to use curbside pick-up whenever possible. 2. Barbers and hair salons may open at 50% of maximum occupancy including staff – Businesses must continue to operate by appointment only and Staff and clients must wear masks. 3. Religious institutions may hold outdoor services of up to 250 people, as long as all participants can maintain appropriate physical distancing of 6 feet – Indoor services are still limited to a maximum of 10 people. Montgomery County – Beginning Monday, June 1 restaurants and bars can reopen with limited outdoor seating, retail stores can do business only through curbside service, childcare can be provided through state-approved emergency programs open for dependents of essential employees and Phase 1 reopening employees, hair salons and barbershops for hair only appointments, car washes open for exterior cleaning only, manufacturing fully reopen with precautions and guidance, and outdoor day camps and youth sports may operate following Maryland Department of Health guidelines. Prince George’s County – Effective June 1, the Stay-At-Home Order is lifted and the County and we will begin a modified phase one reopening. Retail stores will open with curbside pickup only, manufacturing will reopen following CDC guidelines, barbershops and hair salons will open for hair services by appointment only, restaurants may open with outside seating, houses of worship can opening for gatherings of 10 people or less, farmer’s markets can open for carryout only, childcare facilities will be able to open for essential employees and employees returning to work under the modified phase one, and car washes with automated systems may open.
