Northrop Grumman marked a major milestone in Maryland this week with the opening of its new Propulsion Innovation Center at the company’s Elkton manufacturing and testing facility. Northrop Grumman leaders, employees, local officials, and industry partners were joined by Governor Wes Moore for a ribbon-cutting ceremony celebrating the 57,000-square-foot facility, part of a broader $100 million investment by the company in its Elkton operations. The new center houses 250 engineers working on advanced propulsion technologies for U.S. and allied defense programs.
The new facility will expand Northrop Grumman’s capacity to develop and manufacture advanced propulsion technologies, including solid rocket motor, hypersonic, and tactical missile propulsion systems. With the Propulsion Innovation Center fully operational, solid rocket motor design and manufacturing capacity at the Elkton site is expected to increase by 25 percent, while staffing at the facility is projected to grow by more than 30 percent.
The Propulsion Innovation Center is part of Northrop Grumman’s 550-acre Propulsion Systems & Controls campus in Elkton, where design, development, manufacturing, and testing capabilities are brought together in one location. The continued investment strengthens the company’s ability to meet growing demand for advanced propulsion technologies while supporting Maryland’s advanced manufacturing workforce and economy.
Northrop Grumman remains one of Maryland’s largest employers and a significant contributor to the state’s economy. The company employs more than 15,000 people across Maryland and generated an estimated $9.7 billion in statewide economic impact in 2025. Its Maryland operations span six major facilities in Linthicum, Elkton, Annapolis, Sykesville, Patuxent River, and Hanover.
During the event, Governor Moore toured the Elkton facility and received a briefing from Northrop Grumman leadership on the site’s role in expanding Maryland’s aerospace and defense sector and meeting growing U.S. and allied defense needs.
Northrop Grumman leaders highlighted the Propulsion Innovation Center as a critical investment in advanced propulsion, expanding the capacity and resilience of the nation’s solid rocket motor industrial base while bringing additional engineering and manufacturing capabilities online in Elkton.
The expansion also reflects the continued strength of Maryland’s aerospace and defense sector, which includes more than 10,000 businesses and supports over 107,000 private-sector jobs statewide, with an average salary exceeding $144,000. Since 2018, the State of Maryland has awarded $14.1 million in economic development incentives supporting continued development of Northrop Grumman’s Elkton operations.
Manis, Canning & Associates are proud to represent Northrop Grumman and grateful for the opportunity to support a company whose continued investment in Maryland is creating high-skilled jobs, strengthening the state’s aerospace and defense economy, and advancing critical capabilities in support of our national security.
